Disability Inclusion Consultant At Salient Humanitarian Organization (SHO)

 

Background:
Salient Humanitarian Organization (SHO), as a cooperating partner with the World Food
Programme (WFP), is implementing a Monitoring and Accountability Project in Northeast
and Northwest Nigeria. As part of the project’s protection component, SHO is committed to
ensuring disability inclusion across all WFP-supported activities. To support this goal, SHO
seeks a qualified and experienced Disability Inclusion Consultant to develop a

comprehensive Disability Inclusion Action Plan and a Community Engagement Action Plan,
ensuring that people with disabilities (PWDs) are meaningfully included in the design,
implementation, and monitoring of humanitarian interventions.

Duration: 3 Months
Type: Short-Term Consultancy

Scope of Work:

The consultant will:

  • Revise and update existing disability inclusion recommendations.
  • Assess WFP’s current internal capacity to deliver disability-inclusive programming.
  • Draft actionable Disability Inclusion Action Plan and Community Engagement Action Plan tailored to:
    • General Food Distribution (GFD)
    • Nutrition
    • Livelihoods
    • Gender
    • SCOPE/IT
    • Supply Chain
    • Partnerships
    • Research, Monitoring & Accountability
  • Recommend improvements for physical and digital accessibility (e.g., distribution points, helpdesks, information channels).
  • Design inclusive engagement and communication strategies for PLWDs and their representative organizations.
  • Promote disability awareness and sensitivity across SHO/WFP staff and stakeholders.
  • Develop training materials to support inclusion awareness and implementation.

Stakeholder Analysis:

  • Identify and analyze key stakeholders, e.g., Chairpersons of PLWD associations.
  • Assess their influence, interests, and roles in advancing disability inclusion.

Methodology:

  • Field data collection focusing on persons with disabilities.
  • Interviews and consultations with WFP Unit Heads and relevant Country Office staff.
  • Engagement with CPs and implementing partners.
  • Participatory design with community members and disability-focused groups.

Risk Assessment:

  • Identify potential risks such as lack of engagement, resource limitations, or institutional resistance.
  • Propose practical mitigation strategies to ensure successful development and adoption of the action plan.

Timeline of Deliverables:

  • Provide a structured timeline from October to December 2024, including milestones such as:
    • Inception and stakeholder consultation
    • Drafting of plans
    • Feedback integration
    • Finalization and validation workshop (early December)

Coordination and Communication:

  • Define roles and responsibilities among WFP, SHO, and key stakeholders.
  • Establish clear communication channels and reporting timelines.
  • Recommend frequency of coordination meetings and validation checkpoints.

Expected Deliverables:

  • Comprehensive Disability Inclusion Action Plan
  • Community Engagement Action Plan targeting PLWDs
  • Stakeholder and Risk Analysis Report
  • Implementation strategy document
  • Training and sensitization materials
  • Final validation workshop and presentation to stakeholders

Qualifications and Experience:

  • Advanced degree in Disability Studies, Public Health, Human Rights, Development Studies, Social Work, or related fields
  • Minimum 5 years’ experience in disability inclusion within humanitarian/development programs
  • In-depth knowledge of CRPD, disability mainstreaming, and social inclusion standards
  • Familiarity with WFP or UN systems preferred
  • Strong community engagement and participatory research skills
  • Excellent analytical, communication, and report-writing abilities
  • Fluency in English; knowledge of Hausa or Kanuri is an added advantage
