Background
eHealth Africa (eHA) is a non-profit organization dedicated to strengthening health systems across Africa through data-driven and technology-enabled public health solutions. With a growing footprint in disease surveillance and emergency response, eHA has implemented several high-impact initiatives including:

- Coordination of polio outbreak response across multiple African countries in collaboration with the Global Polio Eradication Initiative (GPEI), including the Gates Foundation.
- Development and operationalization of Polio Emergency Operations Centers (PEOCs) in Nigeria, enabling rapid decision-making and crisis response.
- Deployment of geospatial analytics and supply chain innovations to improve timely access to critical medical supplies.
- Implementation of AI-powered surveillance systems and integrated digital health platforms for early outbreak detection and response.
To consolidate and scale its impact, eHA seeks a consultant to lead the development of a comprehensive 2–3-year strategy for its Public Health Emergency Management (PHEM) and Disease Surveillance program. The strategy will guide program growth and inform a corresponding fundraising and partnership plan.
Objective of the Consultancy
To design and facilitate a participatory workshop that will result in the co-creation of a multi-year strategic framework and roadmap for eHA’s PHEM and Disease Surveillance program, along with a fundraising priorities brief and actionable follow-up plan.
The consultant will be responsible for:
- Conduct a comprehensive landscape analysis on public health emergency and disease surveillance in Nigeria & Africa.
- Identify key donors, funding mechanisms, and investment streams that align with PHEM priorities.
- Map strategic partnerships with governmental agencies, global health organizations, and private sector actors.
- Assess policy and regulatory frameworks influencing resource mobilization for public health emergency preparedness and disease surveillance.
- Provide expert guidance on leveraging eHA’s expertise in eHealth applications to secure funding.
- Facilitating strategy development sessions & stakeholder engagements during the three-day meeting.
- Delivering a final roadmap document with actionable recommendations for implementation.
Scope of Work
The consultant will:
- Conduct a desk review of relevant internal and external documentation (reports, proposals, global/regional strategies).
- Design the workshop agenda, methodology, and tools in collaboration with eHA.
- Facilitate a 3-day strategy workshop with multidisciplinary eHA teams and external stakeholders.
- Lead sessions on strategic visioning, gap and opportunity analysis, and intervention prioritization.
- Support development of outputs including strategic priorities, stakeholder mapping, and funding opportunities.
- Prepare a post-workshop report summarizing outcomes, insights, and next steps.

Required Qualifications
- Proven expertise in public health emergency management and disease surveillance.
- Strong understanding of the global health financing landscape and resource mobilization strategies.
- Strong knowledge of global health security, emergency preparedness, and disease surveillance systems.
- Knowledge of global and regional (Africa) public health emergency management and disease surveillance frameworks.
- Strong analytical & strategic planning skills for funding pipeline development.
- Demonstrated success in resource mobilization strategies for emergency health interventions and disease surveillance.
- Knowledge of eHealth applications, AI-driven disease surveillance, and digital health innovations.
- Ability to facilitate strategy workshops with multi-sector stakeholders.
- Experience working with global health donors (WHO, BMGF, USAID, GAVI, Global Fund, World Bank, etc.).
- Strong interpersonal, communication, and facilitation skills.
Reporting and Coordination
The consultant will work under the guidance of the Deputy Director and collaborate closely with the PHEM team and other relevant program staff.
