Danish Refugee Council (DRC) is a Danish international non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. DRC is present in more than 30 conflict territories around the world assisting displaced people with shelter, food, income-generating activities, and a wide range of other assistance. Job Description

  • and to DRC implementation teams.
  • They will support DRC teams in advising CM/GBV staff of partners on GBV response, especially related to the integration to SRH, developing SOPs, and creating training programs on GBV prevention and response and case management.
  • GBV prevention. Develop new GBV manuals and tools, as required, and undertake quality checks of program activities.
  • Provides technical oversight to partners providing GBV or gender-related activities.
  • Represents DRC at the GBV AoR.
  • Undertakes any other tasks, as requested by the Protection Manager (CO level), (and at times by Protection Partnership Manager and other Protection Managers). Develop analysis of GBV protection needs and provide evidence-based recommendations for GBV response programming, through a phased approach.
  • Ensure Do no Harm through effective coaching, mentorship, and trainings required for implementation.
  • Ensure a minimum standard of capacity and awareness on GBV referrals across protection teams (including sensitive legal cases) and other sector teams to reinforce the effectiveness of the more specialized staff response.
  • Provide regular technical support and guidance to protection managers to strengthen the capacity of protection teams in delivering high quality GBV prevention and response services, ensuring that supervision and coaching structures are in place at field level to ensure adequate oversight by PMs and GBV TL and to local partners conducting GBV case management among other GBV activities
  • Undertake field visits to monitor the quality of implementation and provide technical advice and customized and needs based capacity building to protection staff, with specific regard to GBV
  • Protection Manager (CO level), the GBV/CM Specialist contributes to the development and implementation of DRC’s sector strategy in Nigeria, as well as the harmonization and rollout of tools, SOPs and guidelines with a particular focus on GBV.
  • Recognizing DRC’s existing human rights case management capacities, propose concrete strategies for extending that capacity to GBV case management in pilot areas.

 

  • The position holder will strengthen referral pathways and ensure standard donor and data analysis/reporting methods (in collaboration with M&E) are in place for these activities.
  • The GBV/CM Specialist will play a key role in capacity building and mentoring GBV prevention teams, drafting GBV SOPs in close collaboration with the Protection Manager (CO level) and supporting local partners’ case management staff on GBV standards, tools (including GBVIMS), and approaches for communicating with communities on raising attitudes.
  • He/She will conduct regular trainings on GBV, gender mainstreaming, GBV response framework etc.
  • They also work closely with the Protection Manager (CO level) and CBP team to include GBV/gender mainstreaming-focused questions to understand some situations better and guide them on how to do it safely with all confidentiality principles upheld.
  • He/She can, from time to time, conduct field visits to advise GBV team leaders/officers on the quality of how to conduct activities.
  • She/He will be responsible to maintain Community Based GBV structures in place for further referrals and revising awareness-raising materials related to GBV programming (response/prevention)
  • The CM/GBV specialist will be involved in roving across all states to provide gender and GBV analysis, advise and give GBV prevention and response training to local partners and to DRC implementation teams.
  • They will support DRC teams in advising CM/GBV staff of partners on GBV response, especially related to the integration to SRH, developing SOPs, and creating training programs on GBV prevention and response and case management.
  • They will advise on program design, innovative approaches, and staff training, ensuring high-quality protection work.
  • He/She will support CM teams and partners GBV teams in the NE and North West of Nigeria giving them technical advice.
  • Specialists will advise on programme design and implementation, innovative approaches, staff training and capacity building to build cohesive, well-coordinated and high-quality protection work in their area of specialization across multiple locations.
  • She/he will also attends some meetings of the PSEA taskforce to ensure mainstreaming of GBV safety audits and PSEA tools and guidelines all across our area of operations and ensuring gender mainstreaming principles are upheld.
  • He/She will develop SOPs on general case management and how to distinguished GP CM/GBV CM and adapted trainings for it and adapt the IPA SOPs to cash for protection SOPs based on the guidance given by the PSNE and train the team on it.
  • He/She will particularly follow up with partners/DRC teams on case management implementation, give advises and develop checklists to ensure standards are upheld.
  • On ECHO project, he/she will carry out regular field visits to the CM teams and helping setting them up while with the EU project he/she will support the local partners to deploy the GBV teams and give them guidance on CM.
  • He/She will also be in charge of drafting the gender/GBV analysis and GBV mainstreaming tools and questionnaires for the durable solutions approach and the GBV prevention/response SOPs.
  • He/She will also needs to carry some field visits in the NW and engage with key stakeholders such as SARC centres, VVF and establishing partnerships with NAPTIP and other relevant bodies to ensure a better comprehension of GBV/Gender inequalities in Northern Nigeria
  • Ensuring to give trainings of trainers on Engaging Men and Boys into Accountable Practices and provides tips to area level GBV team leaders/GBV partnerships specialists
  • Ensuring to work closely with the ECREC team on graduation approach and continue to build capacities of different integrated curricula on men as allies into Women’s Economic Empowerment
  • Start working closely with different specialized NGOs/consultancy company to understand referrals and links to forensic sciences and access to justice.

Capacity building:

  • Lead the development and delivery of participatory training materials, including working closely with the CM specialist on General CM/ GBV case management training and PFA for GBV survivors, for relevant staff; generally, support with ongoing coaching, mentorship, and training required for implementation of GBV programming.
  • In coordination with the Protection Manager (CO level) and Protection Managers, assess training and development needs within the Protection team, develop a capacity building plan, including the development and/or delivery of training materials to further build the capacity of protection staff to undertake all necessary steps of the GBV case management process.
  • Participate in the recruitment process, the capacity building and the evaluation of protection staff, as necessary.
  • Establish processes, systems and learning events in Nigeria that will lead to a general capacity building and professionalization of DRC staff and partners on protection.

Program design:

  • In close coordination with the Protection Manager (CO level), the GBV/CM Specialist contributes to the development and implementation of DRC’s sector strategy in Nigeria, as well as the harmonization and rollout of tools, SOPs and guidelines with a particular focus on GBV.
  • Recognizing DRC’s existing human rights case management capacities, propose concrete strategies for extending that capacity to GBV case management in pilot areas.
  • Provide strategic recommendations on linkages for GBV programming and GBV risk mitigation with other sectors (e.g. women’s access to assets and livelihoods).
  • Work closely with Protection Manager (CO level), and all Specialists on identification of GBV needs of communities and gaps in Protection services within DRC’s areas of intervention.
  • Support development of guidance on communication with communities’ mobile modalities, integration of protection with other core sectors, and ensure application of a participatory, community-based approach.
  • Provide technical input into the development and implementation of relevant SOPs and technical standards.
  • Participate in the proposal development process by providing field-specific context analysis, technical sector-specific analysis, beneficiary information, and technical feedback on the concept.

Coordination and Representation:

  • Active participation in, contribution to and representation of DRC in the Protection Sector and GBV AOR or other relevant bodies, including working groups and other meetings related to protection.
  • Coordinate internally and externally with relevant actors to ensure teams are applying updated service mapping for effective referrals when requested by a client.
  • Ensure that DRC’s work is coordinated with efforts of other agencies, ensuring the specific needs of vulnerable communities are being addressed.
  • Feed into national clusters through Technical Coordinators, in particular regarding context, needs and possibilities for coordination.

Requirements
Education and professional experience:

  • Degree in Social work, gender or another relevant social science; Masters would be an advantage.
  • Minimum 5 years of experience working for an INGO in a role focusing on gender and GBV. Experience working as a technical capacity would be a distinct advantage.
  • Extensive experience developing and delivering gender and/or GBV trainings of at least 4 years;
  • Experience working with national partners, local/government authorities, and UN organizations IS MANDATORY
  • Excellent communication skills.
  • Having worked on sexual and reproductive health will be a distinct advantage
  • Experience with curricula such as Journeys of Transformation, Engaging Men and Boys into Accountable Practices and any behaviour change curricula etc would be an advantage
  • Experience working in integrated programming, especially related to women’s economic empowerment is highly valued in that application
  • Experience working as a case management supervisor is necessary.
  • Experience providing training on case management topics for at least 2 – 3 years is mandatory.
