Country MEL Manager at Malaria Consortium

Malaria Consortium, a renowned NGO specializing in malaria and communicable disease control, is seeking a skilled Country MEL Manager based in Abuja to lead its Monitoring, Evaluation, and Learning (MEL) systems.
Job Purpose
You will spearhead the development and oversight of a robust national MEL system, encompassing design, coordination, database management, analysis, interpretation, quality assurance, and continuous improvement. You will also:
– Manage the Projects Results System (PReS) and report on organizational strategic objectives.
– Provide technical MEL oversight for all Nigeria Office programmes and projects.
Qualifications & Experience
Essential Requirements:
– MSc/MA/MBA in Epidemiology, Public Health, Statistics, or similar.
– Minimum 10 years of professional MEL experience.
– Proven track record in malaria epidemiology/control.
– Field experience in communicable disease in sub‑Saharan Africa.
– Skilled in household survey design and data analysis software (e.g., Stata, SPSS, CSPro, EpiData).
– Experience with qualitative tools (e.g., Atlas.ti, NVivo).
– Strong communication and reporting skills; advanced in MS Office and DHIS2.
Desirable Skills:
– Knowledge of infectious disease modeling.
– Familiarity with Nigeria health system and FMoH guidelines.
– Previous experience in peer-reviewed publications or GIS mapping.
Key Responsibilities
1. Strategic Leadership (≈30%)
Develop and institutionalize the country’s MEL framework.
Lead data integrity compliance and value-for-money approaches.
Coordinate quality assurance/improvement processes.
Serve as liaison with FMoH and National Malaria Elimination Programme.
2. Technical Oversight & Capacity Building (≈≈50%)
Guide MEL specialists across projects on setting up core MEL systems (logframes, M&E plans).
Generate quarterly bulletins from PReS on project and country-wide progress.
Oversee data quality assurance, supervision, database upkeep.
Conduct training, mentorship, and promote adaptive management practices among staff.
3. Learning & Knowledge Sharing (≈20%)
Participate in MEL working groups and communities of practice.
Document learning through bulletins, progress reports, scientific papers.
Provide expert technical input into knowledge management and contribute to proposals.
Reporting & Collaboration
Reports to: Senior Country Technical Coordinator (SCTC).
Works closely with:
Project-level MEAL Specialists/Managers (dotted-line), to determine MEL needs.
Global MEL, research, and business development teams.
FMoH, National Malaria Elimination Programme, donors, and partners
