The United Nations International Children’s Emergency Fund (UNICEF) is inviting applications for a National Consultant – Digital Health Policy & Operations based in Abuja, Nigeria. This is a 6-month consultancy designed for senior professionals with deep expertise in digital health strategy, policy review, and health systems evaluation.

UNICEF works in more than 190 countries to safeguard children’s rights and improve health, education, and protection systems. In Nigeria, UNICEF supports the government, civil society, and development partners to strengthen healthcare delivery and ensure every child has access to essential services.

 Role Overview

The consultant will play a critical role in evaluating and updating Nigeria’s Digital Health Policy (2021) and Strategy (2021–2025) while also supporting the development of new operational plans for 2025 and 2026.

Your work will directly contribute to advancing Universal Health Coverage (UHC), strengthening governance frameworks, and ensuring digital health innovations are aligned with Nigeria’s national health priorities.

 Key Responsibilities

As UNICEF’s Digital Health Policy & Operations Consultant, you will:

  • Review & Analyze Documents: Assess the National Digital Health Policy, Strategy, and existing operations plans, including evaluation reports.
  • Conduct Evaluations: Develop frameworks and KPIs to measure governance, coordination, and digital health impact.
  • Engage Stakeholders: Facilitate consultations with government, ministries, development partners, and the private sector.
  • Update Policy & Strategy: Revise core documents and prepare annual operations plans for 2025–2026.
  • Reporting & Validation: Deliver interim and final reports, facilitate validation workshops, and prepare advocacy materials.

Deliverables

  1. Project Plan – methodology, work plan, and evaluation framework
  2. Mid-Term Progress Report – capturing stakeholder engagement insights
  3. Draft Updated Documents – revised policy, strategy, and operations plan
  4. Final Report & Validated Documents – incorporating feedback
  5. Knowledge Sharing Materials – for dissemination and advocacy

Who Can Apply?

To qualify, candidates must demonstrate:

  • An advanced degree in Digital Health, Public Health, Health Systems Management, ICT, or a related field.
  • 15+ years’ professional experience in digital health strategy, policy development, or systems evaluation.
  • Strong skills in policy review, analysis, facilitation, and technical reporting.
  • Experience working with government institutions, multi-stakeholder platforms, and health sector partners.
  • Familiarity with Nigeria’s digital health ecosystem is an added advantage.
